POSITION SUMMARY:

The Director of People Services serves as a strategic business partner and culture champion, leading talent strategies that drive organizational success and foster a high‑performing, engaged workforce. This role partners closely with senior leadership to align people‑focused initiatives with operational and long‑term goals, ensuring the effective attraction, development, and retention of top talent. The Director oversees workforce planning, employee engagement, performance management, and leadership development while ensuring consistent, equitable practices across the facility. In addition, this position provides expert guidance on employee relations, compliance, compensation, benefits, and People Services operations, maintaining adherence to regulatory standards and internal policies.

  • Serves as a strategic business partner to leadership, aligning talent strategies with organizational goals and departmental business plans.
  • Champions employee recognition programs and engagement initiatives that strengthen culture, build community, and reduce turnover.
  • Leads workforce planning initiatives, including forecasting talent needs, succession planning, and developing targeted recruiting and retention strategies.
  • Drives employee engagement and retention strategies, including action planning, culture initiatives, and leadership coaching.
  • Provides expert consultation to leaders on staffing, compensation, benefits, employee development, and employee relations.
  • Champions a positive, inclusive work culture by modeling organizational values and influencing culture‑building behaviors.
  • Offers guidance to leaders and employees to ensure consistent, equitable application of policies, procedures, and employment practices.
  • Oversees People Services compliance, including license verification, background checks, personnel files, training records, and regulatory documentation.
  • Leads People Services operations including performance management cycles, progressive discipline practices, and policy interpretation.
  • Facilitates training and development programs that enhance leadership capabilities, performance management, and cultural alignment.
  • Conducts internal investigations, addresses complex employee relations matters, and supports response to compliance‑related inquiries.
  • Ensures HRIS data integrity, reporting accuracy, and timely completion of People Services metrics, dashboards, and audit requirements.
  • Partners across departments (Quality, Business Office, HIM, UR, etc.) to improve processes, strengthen compliance, and support operational excellence.
  • Supports workers' compensation, leave management, and offboarding processes to ensure consistency, compliance, and positive transition experiences.

Exhibit a comprehensive understanding of healthcare regulatory and compliance (e.g., HIPAA).  Skilled in the application of policies and procedures. 

 

KNOWLEDGE, SKILLS: The requirements listed below are representative of the knowledge, skills and/or abilities required.

  • Ability to work collaboratively with a diverse team of healthcare professionals.
  • Proficiency in using technology, including Microsoft Word, Excel, and PowerPoint.

QUALIFICATIONS

  • Bachelor's degree in Business Administration, Human Resources, or related field from an accredited school required.
  • Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), Society for Human Resource Management Senior Certified Professional (SHRM-SCP), or Society for Human Resource Management Certified Professional (SHRM-CP) certification preferred. 
  • Three years of human resources experience required. 
  • Two years of healthcare human resources experience preferred. 
  • One year of behavioral health experience preferred.

Business Mathematical Skills -- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rates, ratios, and percentages and to draw and interpret graphs.

Computer Skills

Advanced Computer Skills -- Routine use of electronic mail and computer systems. Ability to incorporate complex and complicated functions into documents, spreadsheets, databases, and presentations to support business objectives. 

Communication 

Organizational Communication-Handles broad-based complex information with company-wide impacts and interacts with leadership. Can present, resolve, and address delicate situations. Ability to motivate and persuade others. 

Decision Making

Organizational Impact-Decisions have significant, broad implications for the management and operations of the behavioral health division.

Works in well-lit, ventilated and climate controlled office environment with routine office equipment; some equipment has moving mechanical parts. Noise level in the work environment is typical for an office and/or hospital environment. 

In hospital/behavioral health environment, may be exposed to hazards and unusual elements, which may include but are not limited to bloodborne pathogens and / or contagious illnesses, toxic chemicals, and biohazardous materials which may require extensive safety precautions and the use of protective equipment.

Minimum overnight travel (up to 10%) by land and/or air.
