Responsible for the streamlined operation of the department in alignment with the business needs of the hospital and medical group. Plan, coordinate and direct IS-related activities of the organization, as well as provide administrative direction and support for daily operation al activities of the IS department. Will define and implement IS policies, procedures and best practices.

Follows established policies and procedures, objectives, safety standards, and sensitivity to confidential information.

Provide leadership, monitor and evaluate performance, compare standards, determine trends, identify problems, and ensure competency of staff.

Work with the Human Resources Department to recruit, select, orient and train new staff.

Design and implement operating procedures and policies for information system based on internal, regulatory and licensing requirements.

Ensure all PC work stations and IS equipment is maintained and remains function.

Oversee provision of end-user services, including help desk and technical support services.

Maintain disaster recovery plan and ensure daily, monthly, quarterly, and annual backups of files and libraries for hospital and medical group systems.

Design and produce management reports as needed.

Develop and manage the operating budget for the information systems department and monitor budget results.

Establish standards and procedures to safeguard confidentiality of system information.

Participate in departmental quality improvement activities and assist other staff members to assure that quality patient care is provided.

Maintain work areas in a well-organized and neat manner.

Utilizes excellent customer service skills at all times.

Assists in overseeing the physical security, integrity, and safety of the data center and server farm.

Develops and maintains server standards, procedures, training documentation and other standardized tools for the server farm.

Works in conjunction with the Information Systems Service Center to resolve user problems and request in a timely and efficient manner.

Serves as a resource person by knowing, understanding and implementing department practice, policies, and procedures, providing orientation to members of the department.

Researches and makes recommendations on appropriate projects, situations and/or problems.

Demonstrates awareness of self-responsibility and enhance professional growth and development through participation in educational programs, current literature, in-service meetings and professional conferences.

Schedules impacting upgrades to non-impacting business hours and works in team environment with major technology upgrades and rollouts under strict timeframes and resolution which may include the scheduling of evening and/or weekends.

Organizes multiple assigned projects concurrently through effective time and resource management.

Monitors and maintains security standards in accordance with policies and procedures and reports all problems and inconsistencies to assigned manager.

Obtains proper authorization for change controls, schedules appropriately and at a time when least disruptive, notifies all users of scheduled and unscheduled downtime and/or cancellation of downtime. Maintains appropriate filing systems for change control.

Assist the project management in the development and maintenance of implementation outlines, plans, time-lines, design specifications, costs, etc. for the purpose of managing and coordinating project activities.

Functions as an internal consultant and resource to all clinical personnel and will provide direction and education for all clinical information initiatives in accordance with the strategic objective of the hospital.

Continually monitors and evaluates opportunities for technical innovations and enhancements for the clinical areas, ensure that the applications and systems utilized are consistent with professional standards of best clinical practice.

Responsible for the EMR implementation efforts to include, design, build, change management, and training.

Formulates and tests the learning modules for nursing and physicians (utilizing learning scenarios, competencies, training aids, and memory cues).

Maintains confidentiality in accordance with HIPAA regulations.

Support the culture of service excellence throughout the organization.

Actively seek ways to demonstrate a commitment to continuous improvement and participate in professional development opportunities.

Performs other related duties as assigned or requested.

Completes annual educational requirements.

Understands and adheres to Bell's compliance standards as they appear in Bell's Corporate Compliance Policy, code of Conduct and Conflict of Interest Policy.

Computer and/or keyboarding skills required, including MS Office. Excellent human relations and oral/written communication. Exercise a high degree of initiative, judgment and discretion. Excellent organizational abilities. Demonstrated teamwork skills, establishing and maintaining effective working relationships. Ability to manage staff. Ability to deal with change. Demonstrates a positive attitude toward initiating continuous improvement. Ability to respond appropriately even in challenging situations. Ability to work without direct supervision. Strong technical knowledge of hardware, software and operating systems. Exceptional project management skills.


Minimum Education Bachelor's degree in Management, Information Systems, Business, Nursing with a strong Informatics orientation of a related field. Preferred: Master's degree in Management, Information Systems, Business, Nursing with a strong Informatics orientation, or related field.

Required Skills Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision. Must be able to work in a stressful environment and take appropriate action.

Minimum Work Experience Five years of experience supervising IS staff and/or projects. Preferred: System administration Network, software application, telecommunications, and desktop support Developing and managing operating and capital budgets Project management Policy development Strategic planning Providing internal and external customer support
